Deputy CIO, Core Services Leader

David Pagenkopf

Position title: Deputy Chief Information Officer, UW–⁠Madison


David Pagenkopf is a senior leader with 22+ years of experience leading information technology teams. In addition to his experience in all aspects of information technology, he has extensive experience in capital budget planning, developing and managing to operating budgets, financial business case development, contract development and management, vendor management, licensing, strategic planning, business development and new product development.

Application Infrastructure Services

Application Infrastructure & Services (AIS) provides infrastructure, platforms, and services necessary to build, manage, host, discover, and interconnect applications and websites within campus and with the broader communities.

Joe Tarter

Position title: Director, Application Infrastructure Services


Joe Tarter has served UW–⁠Madison IT for over 17 years. In 2014, he became manager of Integrated Applications, reshaping this group into a high-performing team. In early 2019, Joe was tasked with serving as Interim Director of Application Infrastructure Services. Joe has a BS degree in Atmospheric Sciences and Meteorology from Texas A&M University. He has completed both the MOR Associates IT Leadership Program and EDUCAUSE Institute Management Program.

Network Services

Network Services provides campus and UW System internet and research network connectivity, the campus wireless network, remote access systems, cable TV services, telephone and messaging services and all physical network infrastructure.

Jeanne Skul

Position title: Director, Network Services


Jeanne has nearly 3 decades of experience in higher-education IT leadership. Before coming to UW–Madison, she served as VP for Information Technology at Loras College and Vice Chancellor for Information Technology & Services at University of South Carolina Upstate. She leads Network Services in developing, planning and implementing goals, projects and initiatives in networking and telecommunications.

Project Management Office

The Project Management Office provides project management and business analysis services for UW–‍Madison and UW System. We are a team of skilled project managers and business analysts who can bring clarity to the problem space, elicit business needs and requirements, identify the solution space, develop Request for Purchase (RFP) and Request for Information (RFI) documents to help you find a suitable vendor, evaluate software options, and implement IT solutions.

Karen Hanson

Position title: Assistant Director, Project Management Office


Karen Hanson has served UW–‍Madison since 1994 in the areas of Student Services and Information Technology. Prior to coming to DoIT in 2012, Karen was an Associate Registrar working closely with DoIT partners on identity and access management as well as the university's Student Information System. Today, she leads the IT Project Management Office and is engaged in developing IT project intake and portfolio management practices.

Systems Engineering & Operations

SEO is the infrastructure and operations unit for DoIT. SEO provides physical and virtual hosting, storage, backup, and database infrastructure for campus needs as well as research computing resources. Additionally, our Digital Publishing and Printing Service (DPPS) provides full-service digital media and a wide range of printing services for campus. 

Tadd Smejkal

Position title: Director, Systems Engineering & Operations


Tadd has more than 20 years of professional IT experience and has held a number of senior leadership roles in software delivery, IT operations, customer support, and cloud adoption. Before coming to UW-Madison, Tadd led the Cloud Operations and Software Product Development divisions of WTS Paradigm and served as senior manager at TDS Telecom in several roles, including software development and Oracle applications. Tadd’s leadership experience spans many critical areas of information technology.

User Services

User Services provides help desk user support, computer repair, open computer-lab support, technology-use consulting, departmental support and educationally discounted product purchasing.

Tamara Walker

Position title: Director, User Services


Tamara Walker has over 20 years of IT experience with most of her career spent in IT leadership roles. During her career with UW–⁠Madison, she has worked for three campus divisions representing very different aspects of the university IT ecosystem. She joined User Services as the Interim Director in November 2018. Tamara has an MS in Chemistry from UW–⁠Madison and a BS in Chemistry from Georgia Tech.
