Deputy CIO, Core Services Leader

David Pagenkopf

Position title: Deputy Chief Information Officer, UW–⁠Madison

David Pagenkopf is a senior leader with more than 30 years of information technology and product development experience. In addition to his experience in all aspects of information technology, he has extensive experience in capital budget planning, developing and managing to operating budgets, financial business case development, contract development and management, vendor management, strategic planning, business development, and new product development. Before joining the UW, he worked for IBM, Motorola, Kraft Foods R&D, Promega, and TDS TELECOM. He has been with UW–‍Madison since October 2011. He earned a bachelor’s in electrical engineering and a master’s in engineer management, both from UW–‍Madison. He is also PMP certified from the Project Management Institute and is a Certified Information Systems Security Professional (CISSP).

Jenny Kvistad

Position title: Chief Advisor to the Deputy Chief Information Officer

Jenny Kvistad began her UW career journey with DoIT in 2009.  Prior to her role as chief advisor to the deputy CIO, Jenny established an extensive career in human resources leadership. Jenny specializes in leading efforts supporting organizational effectiveness, employee engagement and leadership coaching and development. She earned her undergraduate degree from UW–⁠Madison in International Relations and Portuguese. She obtained her MBA, Human Resources emphasis, from UW‑Whitewater and holds advanced certifications from the Society for Human Resource Management (SHRM-SCP), HR Certification Institute (SPHR) and is a Prosci Certified Change Practitioner.

Application Infrastructure Services

Application Infrastructure & Services (AIS) provides infrastructure, platforms, and services necessary to build, manage, host, discover, and interconnect applications and websites within campus and with the broader communities.

Joe Tarter

Position title: Director, Application Infrastructure Services

Joe Tarter has served UW–⁠Madison IT for over 17 years. In 2014, he became manager of Integrated Applications, reshaping this group into a high-performing team. In early 2019, Joe was tasked with serving as Interim Director of Application Infrastructure Services. Joe has a BS degree in Atmospheric Sciences and Meteorology from Texas A&M University. He has completed both the MOR Associates IT Leadership Program and EDUCAUSE Institute Management Program.

Network Services

Network Services provides campus and the Universities of Wisconsin internet and research network connectivity, the campus wireless network, remote access systems, cable TV services, telephone and messaging services and all physical network infrastructure.

Pat Christian

Position title: Director, Network Services

Patrick Christian serves as the Network Services Director in the UW–Madison Division of Information Technology. A network engineer with more than 25 years of experience in public and private settings, Patrick has led efforts to connect hundreds of Wisconsin K-12 school districts, governments and libraries to the internet. He’s also built and operated local, regional and national networks, including the UW–Madison campus network and several wide-area networks such as the Metropolitan Unified Fiber Network (MUFN) the Broadband Optical Research, Education and Sciences Network (BOREAS-Net), the Universities of Wisconsin network and the Big Ten Academic Alliance OmniPoP. Patrick earned his master’s degree in management from UW and certificates from the Educause Manager Institute Program and MOR Associates IT Leadership Program. He enjoys spending time with his family at his kids’ soccer and basketball activities, traveling and rooting for the Badgers.

Portfolio & Project Management Office

The IT Portfolio & Project Management Office (PPMO) is a team of project managers, business analysts and portfolio management professionals who play a pivotal role in delivering projects that contribute to the university’s mission and vision in collaboration with stakeholders across the university.

Bobby Jo Morse

Position title: Strategic IT Portfolio & Project Management Office Director

Bobby Jo Morse has over 20 years of professional IT experience supporting the mission of higher education in a variety of practitioner and leadership roles. She specializes in developing practices that support the delivery of a diverse portfolio of enterprise IT services and projects. Bobby Jo earned a Bachelor of Business Administration in management information systems from the University of Wisconsin-Milwaukee and a master’s degree in information systems management from Arizona State University. She also holds Project Management Professional (PMP) and Information Technology Infrastructure Library (ITIL) certifications.

Systems Engineering & Operations

SEO is the infrastructure and operations unit for DoIT. SEO provides physical and virtual hosting, storage, backup, and database infrastructure for campus needs as well as research computing resources. Additionally, our Digital Publishing and Printing Service (DPPS) provides full-service digital media and a wide range of printing services for campus.

Tadd Smejkal

Position title: Director, Systems Engineering & Operations

Tadd has more than 20 years of professional IT experience and has held a number of senior leadership roles in software delivery, IT operations, customer support, and cloud adoption. Before coming to UW-Madison, Tadd led the Cloud Operations and Software Product Development divisions of WTS Paradigm and served as senior manager at TDS Telecom in several roles, including software development and Oracle applications. Tadd’s leadership experience spans many critical areas of information technology.

User Services

User Services provides help desk user support, computer repair, open computer-lab support, technology-use consulting, departmental support and educationally discounted product purchasing.

Jamie Gutkowski

Position title: Director, User Services

Jamie brings a breadth of experience and education to the role of Director of  User Services. She previously served as the Web Platform Services associate director within Application Infrastructure Services, leading a team of approximately 30 information technology professionals and managers. In addition to a diverse combination of technical lead and developer work, Jamie served as adjunct faculty at Madison College delivering technical courses, and has extensive experience as a strategist and advisor, both for political campaigns and as a small business owner.
